Problem Statement

Charges held by edits sit unbilled until staff manually resolve the flagged issue. When a charge is flagged for a cost-center mismatch, it holds because the revenue would otherwise post to the wrong department; a biller has to correct the cost center, and recurring mismatches often trace back to a user-level entry error worth correcting at the source. While these accounts wait, they accumulate in Discharged Not Final Billed (DNFB), lengthening time-to-cash and risking revenue leakage on services that were performed but never cleanly billed.
